Generally speaking, it's a bad idea to delete mods mid-game. It can seriously ruin your game saves, and make you start over, or even have to do a clean install.

I'd suggest reloading the save before you deleted your mods, and putting them back in the same load order.

If you are trying to console it, use help to search for one of the alchemy levels, ie:

help "of minor alchemy"

or

help "of eminent alchemy"

which should bring you a list of all the items in the vanilla game, which are so enchanted. If they don't come up, or give you something other than fortify alchemy, when disenchanted, then I'd say one of your mods has changed something.

Are you talking about alchemical ingredients with Fortify Alchemy effect, or about enchanted items with Fortify Alchemy enchantment?

If the first, those don't exist.
If the latter, then you have two options:
1. Obtain this item: http://www.uesp.net/wiki/Skyrim:Muiri%27s_Ring
2. Use the command "player.additem 0010df4a 1" in the console. It'll give you a necklace with the Fortify Alchemy enchantment, which you can later disenchant

so i restarted my game and did the command and it gave me a necklace of peerless constitution

Peerless Constitution? There is no such thing in the Vanilla game. It should be a Necklace of Peerless Alchemy. See what it actually does, maybe it's just another name? Either way, that's not right

And again, there is no such thing in the game. It's a mod.

If you use mods from Workshop, then look under Subscribed Files and find a mod that might change these kinds of things. Look for things that change enchantments, or mage gear and such. If you're using a mod manager, like Nexus Mod Manager or Mod Organizer, open it and look for these kinds of mods. If you were installing them manually... why the heck were you doing that?

Open the console, type in help "peerless constitution" and press enter. You should get a whole bunch of text, you can scroll up and down using Pg Up and Pg Down buttons (above arrow keys). Find the name of the item you have right now, and look for a code next to it. It should look like this: 0035f7af, only with different numbers. The first two digits, in this case 00 (these can be letters as well) indicate the load order position of the mod the item came from. Remember that number.

Are you using Mod Organizer, Nexus Mod Manager, Steam Workshop, or are you installing mods manually?

If you're using Mod Organizer, then you should probably already know what load order is, otherwise you shouldn't be using such advanced tool. Heck, I don't even use it but I'm able to help you, lol.
If you're using Nexus Mod Manager, then open the manager, open the tab Plugins and look for a mod with the same load order number. You've got your trouble-maker.

If you're using manual installation or Steam Workshop, then open the game launcher and click Data Files. Now find the plugin with that load order. You've got your trouble-maker.

Well, damn. I don't remember the layout of Mod Organizer, you'll have to wait for someone else.
Either way, do what I told you before and remember those two digits. They will lead you to the mod that's causing the problem.

In the case I explained. If it's an item from the mod, then this should be something else.

Unless it's a Vanilla item but with changed properties... AAGH
Sorry lad, I can't help ya. You'll have to wait for someone more inclined
