How do I find the ID of a Creation Club item in SE
I'm using Skyrim Special Edition with no added mods besides what's added by the free CC add-ons and the dawnguard/hearthfire DLCs. the UESP keeps saying that the item codes on things like CC are dependent on load order but how can I find the load order if there's nothing directly installed besides what automatically happens when you have vanilla SE?

Easiest way would be using the console help command. For example, if you wanted some amber, so you would type

Help Amber

That will list everything that has amber in the name, including their ID.

Use the help command on whatever the item you're trying to add is and it will give you the ID.

Yep. Official files themselves already form a load order. Items in Skyrim.esm start with prefix 00. Dragonborn .esm forms are using prefix 04 etc.

Important thing to note is that you are indeed looking at Mod Index number and not Priority (load order) number, though they do walk hand in hand.

Fishing - despite of being Creations - uses Index position 05, because it is an .esm file. Survival mode uses FE:00, because it is an .esl file.

Your mod manager should show these values. If you are not using one for unmodded game, then check them with LOOT or xEdit, if you need to.
