Is it possible to restart a Skyrim quest from the beginning on a PC

I failed the quest Diplomatic Immunity because I entered the kitchen and the wooden chest which should have had my equipment I gave to Malborn in Winking Skeever, was empty. I couldn't carry on with quest as the character was unable to fight.
Unfortunately because I failed this quest I cannot carry on with other quests after this one. The next quest would be A Cornered Rat.

just kill a elf and steal their sword. if you have any healing spells it should be easy to kill all but the mages inside the embassy. in the last room is only melee elves

or can open the console and type tgm. that gives god mode

the thalmor are all elves

Did you only go through the kitchen area following Malborn or did you go by yourself?

You can't restart or reset a quest btw.
The game bakes data into saves, so if you try to reset a quest, the data from the next stages are there, so the quest quickly advances to the point it was before you tried to reset it.....
