Every time I start the horses are glitched and causing my wagon to turn uncontrollably

Any Mods that are overlapping each other?
Using a KB tap left and right arrows in the center of the keyboard to control the horse with W to move forward. Its much easier than using the mouse to steer left and right.
DB tap the shift key to gallop and repeat to turn it off.
And just trot.

You need to cap you FPS at 60 - this has nothing to do with game controls - it has to do with the game engine (and the opening is scripted, so you cannot steer the wagons or horses - and that screenshot is from a totally different game anyway, and does not apply to Skyrim).
