Did you read past that? I said the Masque doesn't count because of an update made when Dawnguard was released. Download the Unofficial Patch and acquire Auriel's Bow, then the achievement should pop.
If it still doesn't work, then I don't know.
So what you're saying is, even without the Dawnguard DLC installed, I still wouldn't get the Oblivion Walker achievement if I have all 15 artefacts?
I'm not sure, but everyone got the update, those are independent of actually owning the dlc. It doesn't always hit everyone, some people still get the achievement even without the patch. It's not really something you can't easily test without getting the other 14 artifacts first.
There another solution though. If you've yet to to do Ill Met by Moonlight. The quest has a exploit, that lets you aquire both the Saviours Hide and the Ring of Hiricne, and they both count towards the achievement.
To fd it you have to save him, then quickly exit the cave Talk to Hircine, who will give you the ring, then go back into the cave, and kill Sinding, loot his pelt and Hiricne will appear and give you Savior's Hide.
Best to save before attempting, if you take too long Sinding will leave the cave and killing him after that doesn't work.
I don't wish to do that method involving getting both The Ring of Hircine and the Saviour Hide, since that's technically an exploit and I would feel more rewarded in myself getting it legit.
To be honest, I think I remember back in the days of the PS3/Xbox 360 version, I managed to get it without the DLC installed. Plus it says on the official Wiki that having the DLC installed causes the Masque to not count. So I guess just don't have the DLC installed till you get the achievement and then reinstall once you do?
Like I said I am not sure, I never got the achievement(didn't try) on the PC version of the game, only on console. This was back in 2011-2012, I don't remember if I had Dawnguard before finishing it.
