Cannot talk to Odahviing in quest
Ok, so whenever I release him, Irileth or the Jarl starts attacking him. I've tried killing Irileth through console, but someone else still attacks him. I've also tried killing him, but whenever his health reaches zero, he goes back to full health and keeps attacking. I don't know what to do anymore, as I can't do anything until I get him to talk. Thoughts?

Try going to an earlier save and work your way up to that point. If they still attack him, get on Ohdaving anyway and see if he'll fly away. More likely he will. If not, then somewhere along the line, your game might have been corrupted by something along the way. Not your fault.

Thanks, now I can talk to him, but he won't fly. Anyway, at least I made some progress. Thanks a lot!

Did you free him?

"In order to free Odahviing, talk to the Whiterun guard standing on the second floor (there is a stone staircase near where the jarl is standing). After a short discussion, the guard will release Odahviing for you. You can also pull the chain to release the dragon yourself without talking to the guard, which is useful if the guard is incapacitated or there is a bounty on your head. Tell Odahviing you're ready to travel and he will fly you directly to Skuldafn"

Yes I did. The first 5 times, he immediately started attacking, but the last time he didn't. The problem is that now whenever I try to talk to him he says a short line and then nothing happens. I have no option to chat with him.

I still can't get to him. Fourth time and I decided to do the switch myself, but everyone goes and attacks him for some odd reason

Maybe this;
"Odahviing sometimes becomes hostile after releasing him. To fix this, simply exit the Great Porch, wait a few hours inside Dragonsreach, and return to Odahviing." Quoted from http://www.uesp.net/wiki/Skyrim:The_Fallen

I have....about 3 or 4 times for 24 hours each. Irileth and the Jarl stay in there...

Get to where you see them everyone on the screen, then open the console, type prid <enter> click on one of them with your mouse then type in resetai <enter>. Do this for everyone.

I can't get to a point where they aren't in the middle of a swing or attack to do it. Even when I do, they still attack each other

The only other thing I can find is this "When setting Odahviing free, if you talk to the guard before allowing Farengar Secret-Fire to complete his interactions, Odahviing will become hostile and you won't be able to talk to him." If that is it there is no workaround listed. An earlier save is all I know from here.

Ok so Irileth draws her sword and starts attacking him and others follow. So distracted he by taking while the guard lifts up the chain.

I know this is an old post but I discovered this thread from a google search I did hoping to find a solution to this exact same problem. None of the above worked for me. I ended up finding my own solution and wanted to leave it here for others who may come across this page in the same way I did. Anyway after trapping the dragon and talking to him, he agrees to fly you to where you need to go. The problem is that as soon as I tell the guard to release him, everyone starts attacking the dragon and I am unable to talk to him again in order to progress in the quest. This is what I ended up doing. After telling the guard to release the dragon and everyone starts fighting him, I left Dragonsreach and fast traveled to a different and far away location on the map and used the games wait feature to wait for about 15 hours and then I fast traveled back to Whiterun (not Dragonsreach) and ran back into Dragonsreach and everything was as it should be. The dragon was just sitting there and no one was attacking him anymore and I was able to talk to him and continue the quest.

(It probably would also work if you fast traveled straight back to Dragonsreach after waiting, I'm just telling exactly what I did.)

Anyway, I hope this helps someone.
