Where are Fire Salts?

I have a quest to get 10 fire salts for Balimund, the black smith in Riften. I've been to the alchemy dealers in Riften, White Run, Falkreath, Solitude and Markarth. After visiting all of the above (some twice) I only have 4 of 10 needed. Is there anywhere else I can get Fire Salts?

I'm doing this to hopefully earn the right to buy a house in Riften. It is slow going.

Fire elementals are a good source. There are some mage hideouts with them. And fire elementals can be random encounters.

Alchemists, flame atronachs, and random locations. Mages usualy summon flame atronachs or ice atronachs.

You can also make the alchemists circuit and buy them.
