Bethesda never released a physical copy of the game that isn't just a blank disc that redirects you to steam. One of the things I hate about steam passionately.

So no, it's not possible without internet. Without internet your DVD of the game is only good for a coaster for your drinks because it doesn't even have the game on it, just a code for steam to accept.

You require internet to at least download the game, and the game requires Steam in order to run - there is no way around that.

That thread was made even before the game was released, and the information is unreliable, to say the least. There were some very, very few discs made that had the game on them but the overwhelmingly vast majority - 99.99%, if not more) just have a key number. So, while is is possible you may have one of the discs that does actually have the game, more than likely you do not. And even if you do, and can install it from the disc, you STILL need Steam in order to actually play the game.

In fact, if you read through the whole thread, almost all the posts say that it does not work - because almost all the game discs are only a key number (though many people at that time - upon release - did not realize that).

1. Do not install it into C:\Programs, Windows is a bit crazy with its protection. Better make a separate C:\Steam folder.

2. If you have the game on the original DVD, then it is of course possible to install from it, but you still need an internet connection to activate it on steam. There are no problems to play the game offline afterwards, forever, but an one-time connection is necessary.
If there's absolutely no internet available, you can connect the PC to your smartphone to access the internet via mobile data. Just look up if that's possible with your phone.

3. Of course, you could upgrade, and buy the Special Edition from GOG. Since there's no DRM there, simply download the offline installer, put it on an USB stick or an external drive, and install from there.
