Report a translation problem
Get a transformation of some kind. Transform into the werewolf or vampire lord. Look up the spells so you can add it by console if you don't have both already. Then transform back. See if that fixes it.
Open the console using the slash key directly left of the "1" key and type in "tfc". Press enter. Type "tfc" again. Press enter. Try that.
Go to any kind of table that opens a menu. Be it alchemy, enchantment, grindstone, bench, forge, etc. Then go out. See if that fixes it.
Go into console and type "enableplayercontrols". See if that does it. Or "EPC".

Hm. I guess you could reload a save. Some people have said quicksaving and then quickloading solves their problem. I've had this problem before myself.
You still should try the transformation,. Relaunching the game could do it.
