Where to find "bound weapon" spells?
Does the mages in jarl's palaces have them, or do I have to go to look for them in some dungeon?

Court wizards sell Bound Battleaxe and Bound Sword. Bound Bow can be found in a bucket in Fort Amol prison, and Bound Sword on a table in front of the bandit chief in Treva's Watch. Even Phinis Gestor at the College of Winterhold and Falion in Morthal sell all the relevant tomes once your Conjuration skill is high enough (25 for Bound Battleaxe and Bound Sword, 50 for Bound Bow). If you have the Dragonborn DLC you can buy Bound Dagger from Talvas Fathryon in Tel Mithryn.
