DirectX "First Time Setup" Stuck on 1 of 3
I just got done downloading the game, and when I click Play, it comes up with a small window titled; "Performing first time setup..." Below it says; "Installing: Microsoft DirectX for Windows (Step 1 of 3)"

It has been stuck on 1 of 3 for over an hour now.

It should not take that long. Exit out and try installing it manually. Dxsetup.exe can be found in %%\steam\steamapps\common\skyrim\directx folder

It did not work, it just went back to the first time setup. Still taking forever.

perhaps something is stuck reading/writing a file. or there is a hidden popup window asking for permission to do something.
reboot machine and try again.

Giving it permission didn't work.

To be clear, you'd ideally be exiting out of Steam before running the dxsetup installer. I'd furthermore reboot the computer after that before starting Steam again.

That really should do the trick, but if not, try deleting installscript.vdf from your Skyrim directory (again, while Steam isn't running).

So. While it was "INSTALLING" the DirectX update, I checked the task manager. The DirectX updater was running.

I ended the task, then the other 2 items were installed almost instantly. After that, Skyrim launcher booted up. Immediately crashed.

I tried everything everyone has said to me in this post. Still won't work.

This's got "permissions issues" written all over it.

So what happens if you try to launch the game again? Forget all this "won't work" business - what does happen? Do you go to the launcher or does it try to install DX yet again?

There's a reasonable chance at this point that if you used SKSE's installer:

http://skse.silverlock.org/

... then you may be able to start the game directly via skse_loader.exe.

Well I got a manual installer for DirectX from Microsoft's website, now every time I start Skyrim, it shows the "Performing first-time setup" or whatever, saying it's installing Microsoft DirectX. It doesn't stay on that window, in fact it completes the download very quickly, then the launcher opens, immediately crashing, showing the "Skyrim Launcher has stopped working" error.

The DirectX issue was resolved, but now it simply crashes every time the launcher opens. It's always something.

Issue #3! Man I am on a roll!

I installed SKSE on Steam and as a program. The Steam SKSE launches the Launcher, which, once again, crashes with the "Stopped working" error.

The Program boots up Skyrim itself. The menu is fully working, there's smoke and stuff, it's all good, 10/10... that is if the window wasn't so gigantic to where I could actually click a freaking menu option. And to resize the window, you have to go through, the launcher, which, go figure, crashes on launch.

In Documents\My Games\Skyrim is SkyrimPrefs.ini. About a third of the way down that file are lines starting with "iSize H=" and "iSize W="; you can change your resolution there.

Alternatively, if you have a NVIDIA card, the Geforce Experience panel can be used to reconfigure the game's graphics settings:

Agreed, turn off UAC and try again

then again I've had the same issue even so and the only way to fix it was boot into Safe Mode and run DX setup again, worked just fine then.
