Frea won't spawn at Temple of Mirrak
So I finished the main quest line of Skyrim a couple years back and have completed the Horn of Jurgen Windcaller quest; however, I couldn't get cultists to attack me so I used console commands to start the Dragonborn questline. I continued the questline until I got to the Temple of Mirrak but couldn't find Frea. I used console commands to enable her, but she wouldn't talk to me in the temple. Is there a way to fix this? Or have I glitched my game beyond repair?

It has been glitched since before the Horn of Jurgen Windcaller. What level were you when you completed that quest? The cultists should have shown up after level 10 and you had completed your first visit to High Hrothgar.

I dont remember what level I was when I completed the horn of Jurgen windcaller quest. It was about my 20th completed quest so id assume pretty early on. I finished the game before I bought the dlc however.

From what I've seen in the posts NPCs get very glitchy when you spawn them or resurect them. Did you go to the Skaal vilage and talk to her father? he sends you to find her. If that doesn't work either I'd say you're glitched... time for a new playthrough.

Did you start another playthrough after getting the DLC or continue with the one you were playing? Not that it should matter, just wondering.

This person is correct. When you spawn or reserect an NPC and don't use the precise command you can essencially create a none functioning clone of the NPC, thus you have two of said NPC. At least that is my understanding.

I downloaded the dlc after I was about a level 35 in Skyrim. And thank you guys for your help. If I can not figure this out, I will just start a new playthrough.

You didn't need to use console commands to start the DLC if the cultists never attacked. You just needed to go to Solstheim..

I tried that but the questline never started.

A better idea would have been to spawn in the cultists, or the note as that would have started the quest.

Also, where does Frea have a quest marker? If so where is it telling you to go.

I spawned in the note and it started the questline; however, when I went to the Temple of Mirrak (where she is supposed to be) she wasn't there.

Have you tried the Skaal village?
