Report a translation problem
I have found that trying to force quests, breaks them. They are so fragile to begin with.
As a boring test but before arsing about with console or whatever... make a new char, console them to level 30 (the quest's requirement), go straight to Boethia's shrine (easiest if you can use Live Another Life and start in Braidwood Inn at Kynesgrove), see if the Boethia tribe are there and if the quest will start. It could 'just' be a dodgy save and worth investigating.
I don't think that's gonna work too cause I tried setting my level to 30. Read the book, but nothing happens, if that does nothing. I highly doubt going to the shrine will trigger anything too.

As far as the game's scripting system is concerned, there's a difference between "has reached level 30" and "is level 30". Go back to the level below whatever it is you need for whatever quest, then level up properly.
