That did not work...
It has to be out of your inventory to work.
You can reverse pickpocket the item, kill the NPC and collect the item.
Sometimes giving the item to a companion, send them home and then take the item back when they get home works.
You can put the item in a chest, ask a companion to take the items and that can sometimes clear the tag.
There are some items you cannot remove the stolen tag from, so that can be an issue.
I just find it strange that the <setownership> command didn't work as it has never failed for me except some items that the tag cannot be removed from (Ysgramor's Soup Spoon for example).

There is a known bug if you ask follower to takestuff from a cabinet for you it can randomly put stolen tags on things I did it once and now most things seem to become stolen even when they werent originally. This command helped.
For those who don't use console much (like myself):
> You will need to be able to see the object. (so take it our of inventory).
> Open Console
> Click on stolen object. (An ID number should appear at the top mid of the console)
> Type setownership
> Press return/enter
> Item should now be yours.
This also works on things like beds and cupboards that aren't yours if you want to use it further.
