Help Finding Sam Guevenne?

I'm level 14 on a new charecter and am looking for the deadric rose quest lad Sam. However I have been in every tavern and even used player.moveto 000A96A0 Which didn't work The only mods I have are Skyui and Dragonborn Replicator and I have never had a problem even finding him before let alone needing to use console comands. I'm stuck and wondered if anyone could lend a hand ( I have been trying to look this up online for 5 hours straight poping back in game loading old saves re leveling to 14 then looking around to no avail help plaese)

Uh...wait another Level? Or look into the Dragonborn Replicator - I have never used that one and he has always appeared for me.
Or look again? Idk.

More often than not he will be sitting in the Bannered Mare, usually at the bar.

He is wearing a black robe thingy, and will attempt to talk you you into a drinking contest. If I have been in there several times before attempting to contact him he may get up a and wander a bit, but usually near the door.

gave me back a message saying invalid object reference '000A69A0' for object id

It is the replicator I don't know how or why but after finding a way to stop the mod running he re apeard which is a shame as I wanted to use it to enchant my own cultist robes but it is better with the game working. Sorry again and thankyou for all your time and help

it says lvl 14 but its possible you have to lvl up to 15 before he appears, if he hasn't appeared yet then his refid would be invalid, i found him using the player.moveto command but it turned out he was in the Bannered Mare of Whiterun all along, just never tarried around there long enough for him to talk to me and give me the misc obj keep trying after lvl 15 and see

How do I know what exactly prevents me from teleporting to him? I write the command and it says "item not found. Compiled script not saved!" What do I do? :(
