Eorlund Gray-Mane, Skyrim's Best Smith?

So, I've seen a few memes (Actually just the one from the sarcastic loading screen mod) that Eorlund, while being praised as Skyrim's best smith, is actually a ♥♥♥♥ smith. In the Companions Guils quest line, Kodlak says your weapon is ♥♥♥♥ (mine being a Fine Nordic War Axe). I've always memed this as I'd general have a daedric weapon I spawned in. This time however, I took his advice and went to the Skyforge. I spoke to Eorlund and requested a war axe. The weapon I recieved was the Skyforge Steel War Axe. Looking at the stats so I could laugh in both of their faces I found something strange about this axe. The damage this renamed steel war axe had was a wopping 21 base damage. I checked my magic status and found no fortify one handed stats. I didn't have any enchantments, shouts, potions, curses, nothin. I went to the wiki and it said the Skyforge Steel War Axe only did 12 damage. I was very confusion. The only mod I have that improves weapons is the Signature Weapons Mod but as I mentioned before, the axe had 21 in it's base form. It's powerlevel was beyond even the dragon bone and daedric war axes. Idk wtf is going on but he sells another War Axe with the same Stats. I don't think it's my perks either cause this character's only lvl 7 and my other axe was only better by 2 damage while upgraded. This has completely changed my opinion on his smithing skillz. Eorlund now has my respect and in my opinion, truley Skyrim's best smith. What do you think?
