NPCS (even hostile) wont attack me until i attack them
This issue happened recently when i was just having fun terrorizing villages by spawning packs of wolves,it randomly started happening
if i attack someone in solitude,only that person i attacked will fight back,the guards and everyone else in solitude,wont panic or attack me,they simply go about their daily lives

I posted this to get the factions not attacking and the hostiles not attacking fixed,if that wasnt clear

Basically, your system can't keep up with running the game. When it starts running out of resources, Skyrim delays processing certain things (such as the AI of enemies you aren't actively fighting), and prioritises keeping your frame rate up (so that the problem isn't immediately obvious - the hope is that whatever's slowing the game down will sort itself out before the player notices).

Usually this sort of thing is caused by a script from a mod (which may not mean the mod is bad, per se; incorrect installation or uninstallation is often to blame). In this case, I'd assume that most of your wolves survived, the game thinks they're all still in combat, and it's unwilling to pull any further NPCs into battle until the wolves unload somehow.

The seemingly obvious solution would be to simply reload back before the point where you started spawning wolves...

Ill give that a try
Although i was screwing around after the glitch,to see if it wasnt just specific enemys and i found out that dragons do attack me,and a werewolf i had spawned long after the wolves

I have a problem like the orginal poster, only with frostbite spiders. They don't attack until I get close and they don't use their web/spit(?) attack. Do you happen to have a solution for me?

If it's only one specific type of creature that's having trouble seeing you, then I'd be more inclined to blame a mod - though it could just be a matter of stealth (different enemies have different perception levels, and it is possible to evade certain enemies without even sneaking). Muffle / Silence can help a lot there. I dunno, I barely break stride when killing spiders, I've no idea as to whether they have time to detect me or not.

As for their spit attack, I'd guess they don't use it because by the time they're in combat with you, you're close enough that they'll favour their melee strikes. What happens if you let one see you, and then you regain some distance?

You can get a hint as to whether a mod is involved using MFG Console. If you select a spider with that active, down the lower right of the display you'll see the last data file in your load order to affect the creature:

Note that with proper AI processing issues (as Jaco is reporting), just going close to an enemy won't be enough to make them fight you - they'll still stand there as if they were neutral, until you actually start dealing them damage. If you're not seeing that then you don't have the same problem.
