Lost To Ages Not Beginning - Katria's Ghost Not Appearing

Ok, so I've been searching for LITERAL HOURS on threads but no one has seemed to come up with this issue. Let me spell it out to be exact:

Character - Mid 30's lvl, Kahjiit

I have tried both reading the book, and not reading the book, BEFORE ENTERING.
I enter, I wait around, NO KATRIA!

No idea what to do. Oh and yes, the Misc Quest does start when I read AW.
I DO have mods, about 40 but none that should affect DG or this quest. I DO have the USLEP, along with all DLC and in the correct load order according to the Mod Page.

PLEASE help!!!

-Is there a level requirement?
-Is there a point you are supposed to be at in DG?
-Anything else I've missed / is needed for help?

Her ghost doesn't show up right way when you enter the ruins. You need to go a little ways into the first part of the dungeon before that happens. Just follow the path until you reach a broken pillar that has fallen and has formed a bridge to a ledge above the middle of a river. That ledge is around the spot where she appears.

Done that with reading and without reading the book

Do I have to wait for the first tremor because otherwise i did this and it didn't happen. Also, this happened before with another character that was an argonian so this isn't the first time I've seen this

So after reading the page suggested, it sounds like I should try doing this before starting the dawnguard quest line. Unfortunately I have deleted the saves of my character before DG so hopefully this is not the only solution.

You have to read the right one, not all of them will start the quest. Had two put on shelves, no quest picked up the thrid and the quest was given, then I couldn't put any of them down until I finished it.

I am NOT having trouble starting the "Investigate the ruins of Whatzitcalled". I am having trouble when I get there and Katria's ghost does not appear. I have gone to the end of the ruins too and gotten the shard but no ghost.

So do I have to get another of the shards before going to the ruins or is this where you start the quest?

Did you take the journal from her body? If you have it and completed the first part, I'd just go to the next ruin and see if she catches up with you. The only thing you actually need her for is the journal.

oh i thought you needed to meet her the first time for her to actually spawn. I never got the "...tuuuuuurn baaack" thing so i figured sh didnt spawn. Also does getting one shard cause the "Lost To The Ages" Quest to start?

I'll just spawn the Aetherial Shield in and see if they make this better in the Special Edition. Too much hassle

Ok, so it's been a while, SSE is out, but runs like #### on my new computer (Yes, I got a new computer), made a BRAND NEW CHARACTER, read the Aetherium Wars book, went to the Ruins, waited for tremor, went inside, no Katria, AGAIN! I still have Usleep and I have started DG, and now I DO have saves from before dawnguard. Any last ideas or should I just give up on this quest because it has been ticking me off for literal months! So salty...
