Intro bug, stuck in cart.

I've tried googling it, disabling all my mods, verifying cache, I do have an alternate start but I just want the vanilla start, when I click new game, and I see the "Bethesda Presents" and then when the black goes away, everything isnt moving, the cart is stuck, the horse behind me is stuck, in front of me is stuck, if i sit there for awhile the npcs talk to me, but nothing is moving.

I also should add, when I shoot a bow, in first person, the bow is off to the side and when he pulls back it aims completely up, I just tried reinstalling it, didn't work ;~;

I reset my Skyrim to vanilla and tried again, didn't work.
I got this game a few days ago, and this is pissing me off. Let's hope Special edition won't be so damn buggy.

Make sure your monitor is set to 60HZ and Vsync is enabled, then see if it works.

That is one reason people use Alternate Start Live Another Life, to skip the problems of the vanilla start.

Alternatively you can select the Camp start, it starts you near Helgen you just do things a little differently then the vanilla start.

I enabled 60HZ, I can't find vSync anywhere.
I would use the Alternate start thing but the problem extended to archery, when I drew back an arrow, the model aimed at the sky, the third person model was fine but in first person my arms and bow were off the the let aiming at the sky straight up.

If it's any help, I have windows 10, I have a 75HZ monitor (I just it to 60HZ)

For the directx10, do I run all of the .rars or run the .dlls?
I'm pretty sure my windows is up to date.

Yeah, just finished re-running and repairing the programs you told me to use, and if it doesn't work, well, i'm just gonna lose my sanity and go to sleep, hopefully I can try again in the morning and hopefully someone will find the solution, if this doesn't work.
