[SOLVED] All Hold Guards Wont Stop Attacking Me Or Accept My Yield

everytime I head to whiterun the guards wont let me surrender, thus I cant pay my bounty, go to jail or say that im the thane. is there a mod that fixes this or am I going have to slaughter them all?

Do you have any mods installed ? Because unless you are a seral killer, having the same effect in all the holds is weird. Do you have a bounty on your head in all those holds ? When your bounty is high enough they will attack. In the range of a few thousand or so ?
