Is there a console command to see an NPCs equipped gear?

Someone is wearing an item I haven't seen before and I want to know what it is. And before you mention it, he's essential.

nope. but you can look in the Creation Kit

go into the CK.
Click on actors.
Filter the guy.
Click on the inventory tab when you start editing him.
Check what outfit he uses.
Then click on actors and filter his outfit.
Then click on the outfit and check what he is wearing!

Simple enough, thank you! Though sadly it didn't show me what I was hoping for..
In the screenshot you can see he's wearing a cowl on his shoulders, nobody else in the sanctuary is wearing it and I can't find any lying around anywhere and I really want it. My masked shrouded cowl is missing the bit that goes over the shoulder and I think having that piece of clothing would fix it.
