If you read the FAQ on the mods's reddit it states that it will be released for both versions of Skyrim, however, they recommend SSE because of it's x64 stability and they test and develop the mod using SSE.
I have experienced something similar. I know exactly how you feel.
So basically, don't get your hopes up.
That is to say: they won't let it be published on the Steam storefront. There's nothing stopping them from going through the Workshop other than their own design choices.
They knew the use of Steam's APIs was unlikely to work as a shortcut, though I can't blame them for trying it.
from my understanding, the issue is that bethesda's agreement with steam is for a single player game, and as such, they can't share ip addresses through their licence. The only thing this does is make it so that the servers, and joining have to be done outside of steam.
