You should feel bad about killing Paarthurnax. He's devoted his life to surpressing his primal instinct to dominate. May I remind you, you'd not have gotten the dragonrend shout if not for his advice? And, further, that without his help, Alduin would never have been overthrown by the nords?
...Titus, though, you shouldn't really regret, depending on your perspective in the war. He is, in short, not the greatest emperor... the hope being that the next guy is an improvement from a military standpoint (the Thalmor will attack), which is why it is best to kill the coward who had his emperor assassinated for personal gain.
Be sure to have the Telekinesis spell before killing Titus Mede II. Use the spell, grab some books and throw them at him. Now that's an unusual way to die, by book.
They're hiring the DB to kill the Emperor, the leadership of the Pentilus Oculatus, and parts of the Emperor's family. If that doesnt count as corrupt, I dont know what does. Besides, the guy who hires you to kill Titus (cant remember his name at the moment) is descended from a guy in Oblivion who also hired the DB, so they obviously have a family history of using the DB. As the Listeners, they were only rare after the Night Mother's tomb was destroyed, now that the Night Mother is secure in a Sanctuary there is no reason for Listeners to still be rare.
