Well, with Hearthfire you can adopt orphaned children who begin the game with parents (such as Braith). The game doesn't appear to limit this to accidental/enemy-caused deaths, so, effectively, yep, you can murder someone and take their children. What a heartwarming family memory!
The dialogue simply doesn't show up.
Since the adoption plugin must be at correct place and overwrites some files.

Nothing should replace the files from the adoption mod.
From the description:
It is strongly recommended you start a new game to use this mod. If not, you might be unable to adopt any children, because Skyrim stores the vanilla scripts in your save game if they were already running.
In fact i already adopted some children, but now the dialogue doesn't show up as it did before.
Default is 2, if you have room for them you can adopt 6. But you have to set home for them first in the adoption mod.

And after reading your message, i've checked the mod and... yeah, no more than 6 kids. Weird that i missed that, i usually read very carefully...
