No, there's no limit. Truth be told, this actually makes it harder to get the related achievement (where you must ride five different dragons) - if you ride one and let it fly off, there's a good chance the game will re-use the same beast elsewhere, meaning that if you ride every dragon you encounter you'll really just end up riding the same one over and over again.
The solution is to kill each dragon after you get off, of course.
You learned the full shout, yeah? You need to hold the shout button down to yell all three words in order to affect a dragon.
