It's indeed 1000, assuming they're not eg a follower.

The game doesn't show any form of timer, but (very) shortly before your werewolf form wears off you'll see your screen blur. Do remember you have a "wait" button, though.

Is it your first tranform?
It is one bug in that where you teleport in to whiterun, it can be messy. I was instant attacked by Lydia. And half of Whiterun.

No it is not my first transform. That was the second. I have transformed in front of an enemy human and I don't know if it's took me 1000 gold.

And the game just deducts gold if someone sees me to transform to or from a beast? It is that simple? Is it deducts too if i transform back to human?

Not exactly - having a bounty placed on your head doesn't mean "you lose the gold". It does mean that guards may demand it from you if you're caught later down the track, though - unless no one lives to report your crime...

Oh, you only get the bounty if you're seen by someone "respectable", so to speak - a law abiding citizen, such as a guard, a named NPC like Adrienne or someone like that.

If you transform in front of an enemy such as a bandit or a vampire, and there's no 'good' people around, you don't get a bounty (same as you don't get a bounty for killing bandits and such.)

If you want to check if you have a bounty on your head, you can look in the Stats menu (press Esc and hit the stats tab, might be 'general stats' - between Journal and System, anyway) under Crime - it'll show lifetime bounty and current bounty, I believe.

Just remember that every person you eat extends that timer - and you can be stuck in WW form for along time after a run through a dungeon with a few people in it.
