Can't get past the opening sequence.
For some reason Skyrim has been acting odd for awhile now. Everytime I try to start a new game I get stuck during the intro scene almost immediately. The carts and horses go friggin ♥♥♥♥♥♥♥♥ and start twisty twirling all over the place until they get stuck. No way past it, and I've done everything from re-install/re-verifying, to stripping it of all mods, to even going down resolutions. Nothing works. I did the V-Sync thing too, didn't work. Any ideas?

mods installed? if so you need a save with no mods active until after the intro the first autosave is usally enough although others will suggets waiting untill helgan is complete

the epileptic horse's are caused by scripts since helgen does not exist in an undestroyed state

do you have Immersive Armors / Weapons installed?
if so uninstall it till you finish the opening scene
or download Alternate start mod and use it

I have disabled all mods, same result. And I tried using Alternate Life, the game gets to the Bethesda screen then crashes. Never used to do that. I loved that mod :(

Just uninstalled the mods too, still the same.

even after starting new game after disabling mods it still happens?
you probably forgot delete things from "scripts" folder

because scripts are still active regardless if mod esp has been uninstalled or not
and this glitch usualy happens because of heavy spam of modded scripts

go to your skyrim folder / data / scripts delete scripts inside that are responsible for the mod causing the bug or just delete everything (make backup of the entire script folder tho)

Rule of Thumb: Vsync (Verticle Refresh) set to always ON and FPS not to exceed 60. The game physics go wild if not. Sound default 24 bit 48KHz stereo and if Realtek then "Loudness Equalisation" on. If monitor is 120-144Hz then set it to 60Hz or adaptive refresh rate or some such from GPU utility program. If you can't then "FPS Limiter" from Nexus will do the trick. http://www.nexusmods.com/skyrim/mods/34/?

For Nvidia GPUs: http://steamcommunity.com/app/72850/discussions/0/535150948606032257/

This can also be caused by a borked DirectX. In steam\steamapps\common\skyrim\directx folder run the DXSETUP.exe file.

Were you able to start the game in the end? I'm getting the same error.

This is the answer. The physics engine goes crazy over 60fps it HAS to be limited to no more than 60fps.

Yes, it works. Thank you @BeardedDork, I was lazy to try this out, but it worked in the first attempt.

I had a similar issue but with the water flickering as well. My monitor is 59Hz max so I was stumped how to fix it. For me turning off the water reflection for everything but the ground and lowering all the AA sample rates to 2x fixed it.

I found an easier fix. Once the ride starts just stare at the floor of the carriage. Your camera will get bumped around a bit, so just do your best to keep as much of the scenery outside the monitor. Where you're just seeing the carriage floor. Don't know why it works, but my ride makes it every time.

FIX FOR NVIDIA GPU's (I'm sure ATI users can do something similar)
I posted this in the other discussion but I'll post this here also
------------------------------------------

Hey, thanks for the tips. I figured out a wayyyy easier fix, and no need for any programs.
I had a fresh install, no mods, and brand new laptop with a 2080 MaxQ... So I was probably getting a bit more than 60FPS lol.

From learning about what causes these issues I figured out an easy work-around! This is what worked for me.

Launch the NVIDIA Control Panel and select "Manage 3D Settings" in the left hand column. Select the "Program Settings" tab. Find "Elders Scrolls V" in the "Select a program to customize menu".
Find the "Max Frame Rate" option and set to 60 FPS.
