If you max every skill tree to 100, it's 81.
But now that there's a legendary system on skill trees, you can keep going. So basically unlimited level cap

Said system is present whether you run any DLCs or not. Not that they ever affected the level cap in the first place, mind you.

You dont really need to cap, nor will you ever need it. It gets pretty easy pretty fast.

The builds on TV are not (typically) "about" reaching the level cap, they're usually about using specific skills appropriate to the character.

As mentioned above there isn't really a level cap any more - maxing all trees = 81, if you use the legendary system to reset skills and keep going until you have all perks, I believe that will be something like level 254 (vanilla perk trees, anyway.

So, if you want to take any of the builds on TV to 81 or higher, well, you can (legendary skills/relevelling or use off-build skills) but the point of the builds is to take you through to the point where you'll hit the "natural level cap" (all listed skills at 100) for that build which is usually around 50 (may even be a little lower for a *very* focused build using the skills favoured by that race) and show how they see perk distribution, gear, etc. for the build, usually with plenty of "flavour text" about the character as they see them.

DLCs increase the level cap on games like Dragon Age Origins/2 where there's a finite amount of stuff to do, set number of enemies to fight and whatnot, because the DLCs add more stuff to do. They also increase it on Fallout 3/NV, I seem to recall, but those had a semi-arbitrary level cap anyway, from what I remember.

In TES games (certainly the most recent 3) all levelling comes from using your skills, so as long as there's stuff to use your skills on, you can keep levelling, and there's always more stuff to use your skills on - even if you were to clear every alchemy ingredient found "in the wild", lower the timescale, and travel around on foot passing through every cell every few days so none of it ever respawns, there's always alchemy ingredients to buy from vendors (unless you kill them, I guess). So as compared to a system where most XP comes from completing quests, discovering new locations and so on, in TES games you never run out of opportunities to increase your skills.
