Unfortunately, it couldn't solve the problem.
I have to provoke bandits so they attack me. Dragons and other characters won't attack at all.
If I'd start a new game, the problem probably wouldn't accur right away, but I'm afraid it would accur after a while
I killed the first dragon in the main story line. Is it normal that the dragons don't react?
The deal is that if the game is overloaded doing other things, it simply won't bother to process combat AI. Unfortunately, determining what it's doing instead isn't always easy - as mentioned, odds are it'll be a script, so your best bet is to enable Papyrus logging and hope that some errors are being generated by whichever one has gone rogue. Catch is that a script can go berserk without logging errors, and scripts which're working fine will often log warnings anyway!
Even if you get some clues as to which mod is to blame, you'll likely need to go right back to a save from before the time that mod was installed in order to completely remove the problem.
You might have some success with SKSE's orphaned script cleaner, via its ClearInvalidRegistrations setting (though that'll probably hinge on the parent mod being located and removed). It's off by default, but can be enabled by creating SKSE.ini:

I did that and found that enemies would only attack if I went around the front of them. While they had their backs to me, they would stand still and ignore me and even town guards. The town guards would ignore them too until I aggroed them.
When I turned off the ability to craft guild armours, mainly because I already had a better mod for crafting a Nightingale set that could also be improved, (which the CCO set couldn't for some reason), the problem suddenly went away and enemies would attack me and the town guards as normal.
@tryst49 No, I don't have that mod. It's not because of the armour my character is wearing, I tried to change it several times
