If you read there, Weylin is not considered an important NPC. Planting the note on him does nothing.
After the Weylin scene, can you find another person on the list to kill and plant the note?
I'm not interested in killing a high profile target, since there is no reason to (the rewards for doing so are rubbish), all I want to, is not to fail the quest if possible.
As soon as Weylin dies, I'm forced to plant the incriminating letter on him, as noted in the quest log.
I guess...the way this works, the first thing that dies in the city is considered the target, so i'm guessing, killing somebody before weylin dies should solve the problem...I THINK, even so, easier said than done.
I was planning on killing a patroling guard outside of markarth, and then reanimate him in the city, and then kill it again, but as soon as I killed the guard it completed my quest.
Apparently potential kills don't have to be in the city itself.
