Pieces of the past Bug. Silus not going to Mehrune Dagon's Shrine

He is just sitting on a chair in his Museum telling me "We'll meet at the shrine". Did some other Quests in between to let some time pass and even waited at the shrine for like 3 Days...nothing helped. Questmarker is on the Shrine btw, not on Silus. Anyone knows a solution? Wanted to avoid the CC Route if not absolutely necessary but if i have to to do it, what would be the best way to get him moving? I heard resetting NPC's might result in bigger Bugs. Playing with all unofficial Patches by the way
