Maybe this?

Starting "Season Unending" after finishing "Joining the Stormcloaks" would prevent The Jagged Crown from starting properly. This bug is fixed by version 1.4 of the Official Skyrim Patch.

Load order sorted with LOOT? After running LOOT be sure to click on the button in the upper right that says "Sort" when hovered over, then click "Apply" once it appears.

Post your load order after sorting it with LOOT

Have you tried starting a new game with no mods ... except USLEEP and Alt Start.

Are you using any Workshop mods?

no i havent and i the only workshop mods i have are 2 assassins creed armor mods and the pit fighter mod
