Oh, gotcha. Forgot about him. I dont even think its possible at this point.
Does Brill have an option to sell upgrades to you? Breezehome is actually unlocked, after you have claimed the city for Stormcloaks. Try to enter in to it and see if that sorts out Brill's dialogue.
You still should use the patch. I noticed that you do not have all DLCs, so I will link the older patch insted. Support was moved to merged version that requires all DLCs, but change was only done end of last year and majority of all relevant fixes can be found from USKP.

Patch is also available from Skyrim Workshop. I am relying on Nexus links, because Workshop got bugged in early 2015, so I recommend using sites that allow you to store and manage files locally. Both have the same version though, so if you install USKP from Workshop and it gets bugged out, then you can safely replace it with Nexus version.

It is important to note that some events have quest triggers in them. Using console to bypass them will not activate them. This is one reason why bypassing things with console can mess up the game even further.
I do not know if Breezehome has one, save from the fact that it should be open.
