You should be aware that the map is still 3D but made to look 2D. You'll get used to it.
There's A Quality World Map http://www.nexusmods.com/skyrim/mods/4929/?# which is a vast improvement on the vanilla map, it has an optional "classic map" (similar to the paper map thing) but it's described as a work in progress and not really intended for actual use.
You might also like Equip-able Maps, they aren't really all that *useful* in-game, but they're quite nice to have http://www.nexusmods.com/skyrim/mods/4424/? and I tend to only allow myself to look at the actual in-game map if I've got one in my inventory.
Tried out the Quality World Map mod with and without Clear Skies. It has its’ +/-‘s. What I personally would like is THE absolutely cloudless world map from {LINK REMOVED}https://srmap.uesp.net/ brought into all versions and editions of the original game. I don’t mean all the labels for everything, just the default labels plus what’s been discovered. The features I’m really looking for are, NO clouds or fog and the fantastic zoomability at the edges of the map. The good original Vanilla world map absolutely sucks anywhere near the edge and those dam clouds make it worse.

...and the absolute best of the options is 'Vivid with Stone Roads'.
