there is a mod that allows you to play music in taverns accepting jobs to earn money and increase speech. I amnot sure if this mod also had the lute as a weapon or if it was another mod.
I then added a mod to have the speech tree enhanced for a shout branch. there are also attriute mods that allow you to modify values as you do things. put the bonuses into shout recovery, power, whatever.
unlock the shouts via console or use a mod to do it.
I have been giving some thought lately about revisiting this concept. I am using
skyrim unbound- it will unlock all shouts
I am also going to look for a mod that has spells as powers so I can use them like shouts. If I can't find it I may have to make it. even if it just works on defensive spells I would be happy.
give me some time to see wgat I come up with. I do have to run out shortly for a few hours but by tomorrow I should have something.

you can see right now I am just looking at shouts but the shout perks does have the speech tree but no idea if it increases speech. shoutcraft will do this. the last one sets all shouts to have differenr cooldowns but while waiting for 1 to cool down you can use others.
no idea how these will play together yet. If you don't mind I will collect a bunch of mods here and go through them and see which play nice together. time to look for spell shouts or new shouts or.......

I will continue this later. I think Steam has the play as a bard mod but I do not touch steam mods.
Ordinator has a branch of the speech tree with "bard like" perks, although they are more along the lines of a once a day power that lets you perform and gives allies a buff, I think.
Become a bard is great but I'm not sure if it's available now. Just checked, it's back up on the workshop, totally with you on not using the workshop, but this is such a fun little mod (you can play Nerevar Rising! Or the "Chicken Dance" aka the birdie song - I accidentally played that one at the start of a dragon fight last night, which was weirdly amusing) that it's worth considering, just make sure you let it download, back up the files, and unsubscribe. Doesn't add any new quests or anything, as such, I think, but there's a skill progression system, you can optionally improve speech by performing, and it's generally just nice for role-playing.
Vilja has some bard related quests, it's more about her fulfilling her dream of becoming a bard, but after a certain point you can perform together in taverns.
Realistic Inns and Taverns plus Frostfall and a needs mod will make the bard performances more worthwhile as you get a free bed for the night and a few septims.
There's a rather nice "bard saddle" (With drum attached) in Convenient Horses.
Legacy of the Dragonborn isn't really bard related but it does give you a bunch of extra adventures to go on and write about.
Take Notes: Journal of the Dragonborn is a must for writing all the epic stories people will tell about you.
Haven't tried all of them, but she also gives a good explanation of become a bard.
I like that intstruments are equippable, kind of essential for bards. And Thunderchild and Worlds Dawn looks awesome.
I was mainly thinking along the lines of functional songs, like enchantment, buff and crowd control spells. Otherwise they are just flavour-builds. Learnt from other bards or i dunno, composed at campfires.
Specialising in instruments (e.g. lute for enchantment, drums for... erm... destruction, etc) would be a nice touch, though probs too ambitious.

There are some huge magic spell mods that add in some unique spells that might fit your needs but I really do not know them well. midas magic, forgotten magic, etc....but they also tend to be very powerful.
obviously immersive armors, or CCOR for attire
unfortunately flavor builds are what we may have to live with. that was my problem the first look at being a bard. I looked for animation mods hoping to find one that allows me to play while I shout. I just settled on Shouts because nothing else could be found.
TRust me, I would love some of what you described and linked having grown up on D&D and similiar RPGs. I just try to make due with what I got.

Following effects appear on ENEMIES WHO DO NOT DETECT PLAYER,
and all teammates at the end of your song.
If you move or draw weapon or get detected on halfway,
effect is canceled. Sneak, hide in the shadow, and poison enemies' ears.
+ Flute: Calm(like) to enemies, Restore Health and Stamina to teammates.
+ Lute: Fury(like) to enemies, CallToArms(like) to teammates.
+ Drum: Fear(like) to enemies, Stoneflesh(like) to teammates.
There are 2 version of effect --- weaker effect for speech level 60+,
and stronger effect for speech level 80+.
Former continues 120sec while the latter have 180sec in real.
- Effect of Bashing with Battle Instruments
Battle Flute - victim will eventually be paralyzed, but never gets hostile.
Battle Lute - victim will get shock damage (it's an electric guitar.)
Battle Drum - victim will be absorbed health a bit.
Bashing with battle instruments is a minor crime.
- Effect of Vocalization
As the same as instrumental performance in normal stance.
No buff&debuff effect for now. Er, well... no.
Be cautious when you sing political songs near regular soldiers.
