Because sometimes the hero(ine) doesn't get the girl. There's clearly a bond there, not "nothing", but it's left somewhat open as to whether it's a platonic friendship bond or a romantic (or potentially romantic at some future stage when things have settled down) one with someone who doesn't want to marry. Plus, the fact is, if they'd made her marriable, it would either have been horribly out of character if they'd kept the base game marriage mechanics (all spouses becoming shopkeepers who cook daily, all that sappy "back from some adventure, my love?" dialogue that 95% of the spouses have...) or it would have shone a massive spotlight on just how crappy all the other (vanilla) marriages are... And some dudes would probably have moaned if she didn't make money and pies...
She would be more useful if she would turn into a vampire lord during difficult fights. Or use something more potent than her life drain or ice spike.
As a spouse, she would ultimately be just as useless as any other spouse.
Hey, she said yes. In all seriousness though, Bethesda did it on purpose. The only NPC in the game that has any type of personality and (for me at least) the nicest one to look at. Yet no mariage without a mod.
As far as marriage in SSE goes I think Bethseda should have "borrowed" Marriable Serana. They incorporated a lot of mods into their updates for regular Skyrim, surely they could do the same with SSE. Well, I mean used more, there are several in there already.
Don't tell him how to live his life.
In order to talk about his imaginary wife's bewbs, ofc!
And, well, evidently Bethesda still don't want her marriable, huh? Weird, almost like that might be an important part of her character...
...It's very tricky business, I had to re-run a previous save to re-try it.
Firs of all, let's face it: SERANA IS BY FAR THE BEST character you'll find in Skyrim to get as follower and if you're playing a male hero ...to MARRY her as well! (Nope, no... lesbo option, if you're female player).
Yes, there are also interesting non-official characters (from mods), but SERANA is by far the best you'll ever find: Gorgeous looking "Nord" female, superb single-hand (light) warrior, very strong (since she is vampire) and can't die, a very-very powerful necromancer mage, etc.
...So, what I did to convince her to be cure. First, OBVIOUSLY, you need to FINISH the "Dwanguard" DLC main quest, meaning... you need to already traveled to "Hades" (Soul Cairn) and found Serana's mother (and the 3rd Elder Scroll you need!), to get back to the Dwanguard Castle and lead the Vampire-Hunters to the final assault to the Vimpires' Castle... and of course DEFEAT THEM ALL and kill Serana's High Lord Vampire father!
If you do this - and after his death bring Serana's mother back to the world, she will "trig" MORE DIALOGUE options when you're talking her (Serana). So, then, you need to be POLITE and CLEVER to your dialogue choices... and you need to have AT LEAST 90 SpeechCraft Skill & an amulet that "boosting" your SpeechCraft!!! Yes, I know, is pain in the ass, but that's what you have to do to convince her to cure.
When you finally "trig" this dialogue - you need to be IN DWANGUARD CASTLE and start the dialogue, Serana is leaving you (from follower) and she's traveling to Falion (the mage who has the Vampire Cure - and you, the player, often travels there to cure yourself), and you remaining to the Dwanguard Castle and waiting there AT LEAST 72 (plus!) hrs, to let her GO UP THERE (is far away from the castle), to cure herself and get back to the castle.
...When Serana arrives back, you can see her WITHOUT her outfit (you gave her), with her original "Vampire" dress, her eyes are not red anymore (but they are... orange-green; there is a mod to fix that) and she's walking towards you and saying something like "I'm back, it is incredible to have my own life back and start all over" and such like this.
So... now... if you talk her, THERE IS ANOTHER DIALOGUE option, ....romance!!!
You flattering her, you're start talking sweet each other... and IF YOU OWN a Mara amulet (from Riften City Mara's Temple, if you finish 3 side quests or if you buy one from the priest), ...you're traveling together to Riften City and to Mara's Temple, you're wearing the amulet, you're talking her and asking her to marry you, she agrees, you're talking to the priest, he's telling you "Great! Tomorrow is your wedding"... and you're waiting till next morning to go again to the Temple and marry her!!!!
...Don't hurry up with the process, because you'll find yourself in silly situation to marry her wearing... your ARMOR and weapons! Hahaha... I did that, I hurry up, I've started running to the Mara temple and ONLY BEFORE the temple stairs... I found I'm fully armed and can't marry silly looking like that!!!
The "problem" is... in Riften City... there isn't a good merchant to buy good & fine/rich outfit, you need to buy them from Solidute!!!!... Which I didn't... and I did something... "else":
I tried to break-in house and steel nice outfit, but none house had good stuff... except the large villa next to Mara's temple... full of MERCENARIES bodyguards... so I sneak-in and... killed 3-4 of them (looooool! "Lovely" start for a wedding's morning!) and finally stolen a nice fine/rich outfit!!!!
Also this cannot be done without a mod, you might want to mention that in your post.
