If you are not a werewolf, you do not recieve that power; if you are, and are still not seeing that power, then there is either a bug of some sort, or a possible mod conflict - if this is the case, unfortunately I will not be able to help, but others may.
personaly i think it is being put in the wrong place but it seems no one knows how to move it from effects back to powers tab
also im not conftable with playing with things like this
