best mod for female character?

no nudity (if there is an option to disable that then its good)

EDIT: there's nudity in some mod but you can disable it actually.

Really depends what you mean (and yeah, I also would have assumed "if you know what I mean" = nudity...)

I'd say absolute minimum would be RaceMenu simply because it gives you SO much more control over your character's look (lots more sliders and also fiddly things that I can't get to work right but I'm sure someone who knew what they were doing could do great things with).

Personally I prefer a close-to-vanilla-but-more-realistic look, not animated Barbie dolls, so for me that consists of:

RaceMenu
XCE or Total Character Makeover (or both, if both then TCM overriding XCE)
Mature Skins (most natural looking IMO and pretty customisable - the screenshots show nudity but that depends on your body mod, if you're using vanilla or a "safe for work" version of CBBE or UNP then Mature Skin won't change that)
Brows (by Hvergelmir - also has a great mod for Beards, IIRC)
KS Hairdos - has a HUGE selection, far more than Apachii, broadly speaking similar types of styles are included to Apachii (and thus a LOT of supermodel enormo-coiffes which look, er, a bit out of place IMO) but a lot more variety and quite a few nice shorter/less bouffant styles
The Eyes of Beauty or Natural Eyes (or if I want something a bit weird, Eyes of Aber - some very pretty but fairly bonkers options there)

An example - I was going for a stern, patrician, thirty-something Imperial ex-Legion soldier with a few scars, I'm sure someone will be along to tell me how ugly she is, but the point is I was able to get the exact look I wanted (I think there's also a scar mod in there, but can't remember the name):

One very straightforward 'plug and play' (as much as anything in Skyrim - check your load order etc) option is Windsong Character Overhaul. Pretty much contains everything you might want, including optional NPC edits and presets, assuming you like the look it gives. It's not my absolute favourite, although I was impressed with how not-blocky this character's chin is, apparently:

(Oh, and ignore the weird neckseam issue, that's entirely down to the armour mod being for a different spot on the weight slider).
