Stuck on the thieves Guild "Silver Lining" quest. (Bug)

I cannot initiate conversation with Endon, at all. When I activate him, he repeats the same two lines "Good morning, how are you, good morning." Occasionally this switches up to his other dialogue, but I cannot initiate conversation with him. He just sits in the same chair in the Silver blood inn.

I'm trying to get the achievement where you fully restore the thieves guild, and I'm pretty sure it'll be impossible to do so, since I'm assuming I'll need to use a command to get him out of this loop

Strangely enough, UESPWiki does no list any known bugs or fixes related to this quest. It may be that simply loading a previous save from other area will fix this.

Other than that, do you have any radiant quests targeted to him? They can sometimes block dialogue options from charcters, until such quests are finished.

go on console and google the set stage it happened to me in the db quest
