How is Wuuthrad not (Legendary)?

Seriously. Does it drive anyone else ♥♥♥♥♥♥♥♥ crazy that you can't improve Wuuthrad once you've had it reforged? I can smith a Legendary Poacher's Axe if I felt up to it, yet I can't weild the Legendary Wuuthrad? Seriously? The axe that was forged from the tears of Ysgrammor himself after the bloody slaughter of his people, when his son took his pure ebony tears and forged them into the mighty axe with lightning itself. Right ... that doesn't sound Legendary at all.

Also worth noting that you can't improve the Shielf of Ysgrammor either, but somehow it pisses me off so much more about Wuuthrad. I have a dagger that does three times more damage than the ancient and renowned war axe.
