well don't know redeeming yes however downloaded and installed ... probably not.
The keys were all issued by Valve originally, no matter where you buy them from.
But some such keys aren't exactly obtained via legal methods; people use them to launder money from stolen credit cards. If you get such a key, you may end up losing your copy when a charge-back occurs later down the track.
On the other hand, other keys are simply bought in bulk when they're on sale, so that they can be sold for a slight mark-up later down the track when that sale ends.
It's a bit of a lucky-dip!
I know nothing of the CD Keys, however.
