You want the latest x86 version (as Skyrim is 32bit software, even if your OS isn't).
Use that to open TESV.exe. Scroll through all the results, and look for anything with a red icon and the number 64 next to it. Likewise check the module list's CPU column for any entries with x64 listed.
Can't really comment on them if you don't say what they are.

Not all DLLs listed are relevant to the error. You're specifically looking for ones with a red symbol and a 64 by their icon. Seeing anything like that?
Assuming you mean "installed", no. The games only attempt to make use of the frameworks they need. If they aren't installed correctly on the other hand...
