One handed increases damage of ALL one handed weapons, was it blunt, dagger, sword, or axe.
Even in the game files when you open up lets say Iron Dagger, its base damage value code is EXACTLY the same as sword is, but its multiplier is much less than that of a sword (so that it does less damage per strike)
SOME MODS change this. Overhaul mods change dagger damage to be static, smithing depended.
ORIGINAL game doesnt have that, and it does exact same damage and benefits from exact same values as one handed sword does.
Bow perks DONT increase dagger damage. Sneak damage multipliers are based on weapon, doesnt affect damage. You can add a point to damage perk called backstab that gives DOUBLE x multiplier, you do 6x original damage instead of 3 in one hit.
Dual One handed weapons do the same perk-wise, Dual Fury gives always the multiplier when you have 2x attacking weapons in your hands. They can be maces or axes, ro swords or daggers, it always increases damage.
Fortify One Handed enhancement/Potion does NOT increase damage of daggers, and thats because of balance. If it would increase it, they would kill ANYTHING, even alduin, in one sneak attack.
That's, um, debatable. In the vanilla game, Fortify Archery potions buff them instead. With the unofficial patches in place, Fortify One-handed does work on daggers.
When performing a standard dual-wield attack (clicking, but not holding, both mouse buttons at the same time), the speed relies entirely on what your character has in their left hand. Feel free to stick something slower but more powerful in the right; it won't slow you down.
I see, i use unofficial patches so ive only read and seen trough Creation Kit whats on place. In unofficial patch game i changed that fortify potions/enhancements dont increase dagger damage myself so it would stay balanced :D
