No. Named NPCs (so not generic names like "Guard" or "Bandit" will stay dead.

What about the blacksmith?

named npcs never respawn as for replaced probably not, because the replacements are also dead. I think only a reload will help

Any of the NPc's who are dead you can revive them( if you want) by doing this

press ` then type resurrect
SpeedFreak1972 Jun 1, 2016 @ 3:18pm
Don't because the chance is big they stay dead for the game.

Yeah, the game views them as dead, it may well screw up their schedule (i.e. actually opening their shops and so on). I'm surprised vampires managed to kill the innkeeper, never seen her come outside...

Best thing is to reload to an earlier save and try not to let everyone die this time.

The deadly dragons mod let's you set most useful NPCs to essential.

I've seen Hulda go outside. She goes up to Dragonsreach. I think she and Balgruuf have something going on since I've never seen a wife in Dragonsreach. I wonder if she's Nelkir's mother. Ooooh the scandal.:steamhappy:

Immersive Citizens - AI Overhaul found here - http://www.nexusmods.com/skyrim/mods/65013/? "if an NPC is attacked and has no chance of winning against an aggressor, that NPC will run away from the aggressor and attempt to find a safe place"

I believe they mean re-load an earlier save, Lone Eagle. Re-downloading Skyrim will not fix the problem because they are dead in your save. If you can click on the dead body you can resurrect, but if the bodies have dissappeared, that won't work. Skryrim is very realistic. Once someone is killed, they do not come back to life. It is important to protect them.

Go back to an earlier save and find a mod which will postpone vampire attacks or cause people to flee inside when vampires attack. There are several.

As to killing people inside--I have seen vampires enter buildings before. Usually they don't get that far, but if unchecked, they can. You also don't have to be there. Once I came back to Whiterun to find half the town dead. It was most annoying. I had to go back to a VERY early save to fix it. That's when I found myself a mod.

I remember before Skyrim coming out they said something like killing a shopkeeper will have them be replaced with some family member or whatever ( some form of new person) but I guess they took that out or I'm just making stuff up.

It does work for some of them (e.g. if Hulda or Belethor dies then Ysolda will normally take over, although, well, bugs happen...) although I'm not sure if they bothered to implement it for any of the shops outside Whiterun... Wait, I think Balimund died in one of my games and his apprentice took over. There's not a limitless supply of replacements though, and I don't think they ever intended there to be.

UESP suggests several shopkeepers do have a replacement (but obviously you have to keep them alive, no good if the whole city is dead):

http://www.uesp.net/wiki/Skyrim:Merchants

The potential replacements are listed in brackets, for example Hulda (Ysolda), Elda Early-Dawn (Nils) and so on. There looks to be about eighteen.
You could open the console and simply click on who you wish to resurrect and then use the console to, well, resurrect them :D I had a similar situation when I spawned too many dragons and guards for a battle in Whiterun...
