Best thing is to reload to an earlier save and try not to let everyone die this time.
I believe they mean re-load an earlier save, Lone Eagle. Re-downloading Skyrim will not fix the problem because they are dead in your save. If you can click on the dead body you can resurrect, but if the bodies have dissappeared, that won't work. Skryrim is very realistic. Once someone is killed, they do not come back to life. It is important to protect them.
Go back to an earlier save and find a mod which will postpone vampire attacks or cause people to flee inside when vampires attack. There are several.
As to killing people inside--I have seen vampires enter buildings before. Usually they don't get that far, but if unchecked, they can. You also don't have to be there. Once I came back to Whiterun to find half the town dead. It was most annoying. I had to go back to a VERY early save to fix it. That's when I found myself a mod.
It does work for some of them (e.g. if Hulda or Belethor dies then Ysolda will normally take over, although, well, bugs happen...) although I'm not sure if they bothered to implement it for any of the shops outside Whiterun... Wait, I think Balimund died in one of my games and his apprentice took over. There's not a limitless supply of replacements though, and I don't think they ever intended there to be.

The potential replacements are listed in brackets, for example Hulda (Ysolda), Elda Early-Dawn (Nils) and so on. There looks to be about eighteen.
