Report a translation problem
"After reading the Black Book and being teleported to Apocrypha, Miraak may be cut off after the first line "The time comes soon when..." and you then are transported back to the Sanctum unable to move indefinitely. This can be fixed by saving in Apocrypha and then loading afterwards."

(Of course, looking at the number of hours you have in game, I wouldn't be at all surprised if you ran into some really random, obscure bug - just based on the law of averages!)
I'm reasonably certain a game mod of some sort would be relevant. Presumably your mods list here is still accurate? Have you ever played with uGridsToLoad?
Personally I'd be tempted to simply drag the dragon over, see what happens:

It does sound like something is preventing the cutscene from completing normally. I didn't think the dragon landing had anything to do with Miraak's Dialogue and was just a part of a cut scene.
@Bomb Bloke - There not respawning either, even after 30 in-game days. (word walls)
As far as mods I have DCO but I have had this problem with and without that mod. I may just give that console command a shot. Is that prid number for Miraak's dragon? (Update - No Go.)
@Eternie - I will give script cleaner a shot as well. The dragons landing may be as you say, just part of the scene, but everytime that my playthroughs have worked properly the dragon has landed and everytime it has glitched the dragon doesn't. I may be making a false assumption but you can see why. (Update - Only 1 orphaned script)
Sorry for not getting back sooner, but I had to take a break before I started using my 9mm on my PC. lol
Yes it was, and even if it didn't get you "back on track", the command should've done something. Maybe try throwing in an "enable" after the prid line?
Be sure to revert to backup if it doesn't work. That script cleaner comes with side effects, in my experience.
I have decided to just end my playthrough and start over. I have removed Skyrim Unbound and Dragon Combat Overhaul to see if maybe it has to do with either of those mods. I will progess rapidly to the point where the cultists show up and go to the Dragonborn questline then and there. Kind of an experiment.
We start our fight and with dagger and spells I finally weaken him to the point where he goes ethereal for the first time and re-emerges from the central pool and kills one of his dragons for it's soul to regain his health. The problem is that he re-emerges from the pool at full health and never kills his dragon and remains ethereal in the central pool. He does not re-engage in combat, he just stands there.
I have tried all the suggested commands, save & reload, plus a few other things. Have restarted the engagement numerous times. Even done the setstage thing. Nothing works!
Anyone have a reliable sollution?
target him with console open to get his refid, then type moveto player in console.
