AI mods?
I came up short using search terms I could think of, anyone know any decent AI enhancing mods? Not necessarily combat ai but just general behavior, habits, and schedule?

It may be my imagination but for some reason skyrim has a feel of being somewhat flatter than Oblivion even to me.
I miss Oblivion's atmosphere of having to search all over the Imperial city for someone, meeting random townspeople on the road (who somehow manage to avoid getting slaughtered, a good mod would handle that with a few methods from respawning to temp essential flags?), etc.

Skyrim sometimes feels as flat, lifeless and artificial as ES Online, the same npc's in the same place doing the same exact thing 24/7. Oblivion had a much better feel of people doing stuff and things going on.

In Skyrim too, the characters suck. Remember in Oblivion going into All Things Alchemical and getting a load of Falanu Hlaalu the first time? She was an absolute pill. In skyrim every blacksmith, alchemist, barmaid with few exceptions might as well be faceless cutouts of each other. They made the npc's as bleak and unappealing as the landscape.

A few things come to mind for Oldrim, one of which is the Populated Skyrim series. They are broken down into cities & towns, roads & paths, etc. so you can use one or more, or all or none, as you desire. They will put a little more pep into Skyrim for you, and include friendly and aggressive NPCs.

Both AI Overhaul by SpiderAkiraC and Immersive Citizens AI Overhaul by Shurah are also available for Oldrim.

Of the two, I would recommend the first, especially if you are planning to use any expansions that add more houses, etc. The latter is a very good mod, but touches a lot more of the world and creates more conflicts, including navmesh. The former does not have any such world edits, only a few idle markers which won't crash your game.
