Generally, magical effects are set to either increase either magnitude or durration, but sometimes both.
In destruction, the magnitude of all damage is increased. In restoration, your aedric magic will be able to repel undead of higher levels. In Alteration, the durration of a paralysis spell should be increased. And in Conjuration, soul trap effects should last a little longer.
I think that in illusion it affects both duration and magnitude, with the magnitude of an illusion spell usually increasing the level the spell can affect, and duration making it last longer. Although you will require the master of the mind perk to use illusion spells on undead.
This is all from memory, but I think it's mostly acurate.
Likewise, scripted effects may also be modified (including durations etc). Ditto for enchantments from equipped gear. I gather spells other NPCs cast on you are also buffed.
With USKP / USLEEP installed, the perk will not affect the player character in any way (even via regular spells you cast on yourself).
