Do you have to finish the civil war? Current playthrough I'm on, I just bought Honeyside and haven't even started the civil war. I thought the only conditions were do the skooma questline.
How irritating that such a bug can find its way into the game when it was working fine before :(
That's how the quest is supposed to work, but my guess is that the advice comes from people who have encountered the bug and have discovered a method which can fix the quest. I really don't like playing the Civil War, though....
Because if you haven't, then you can't have chosen the wrong side, so the steward should sell the house to you.
If you have, well I can't actually recall which side Riften is on, so I can't say which side was the right one for the house.
Because you haven't chosen a side, the steward and the Jarl won't have any animosity towards you, meaning that you are free to buy and become thane.
Have you started the thieves guild quests, specifically to the point were the thieves guild considers you an enemy . Because the Jarl is so involved with the thieves guild, it might be influencing the sale of honeyside.
The only other thing is mods, if you have a mod that affects riften/anuriel/jarl/civil war that could be doing it.
