The same place you get just about every other spell in the game - the College of Winterhold.

Oddly, the game's rigged such that vendors will only sell you certain spells if you have a certain amount of skill in the relevant school (regardless as to whether you could actually cast them, as the only limiter on that is your mana pool). As an expert level spell, Drevis will not offer it to you until you have 65 points or more in Illusion.

Doesn't he usually sell them a little bit earlier? I was able to buy it from him at around 50 illusion.

As stated in the previous posts depends on the level class of the spell in which case they only become available 10-25 levels below the spell class level (varies depending on skill tree). Level 100 spells need the quests from the college. You can get certain spells earlier from boss chests if you are lucky and some guarenteed spawn locations eg. transmute, telekinesis and flame thrall.

I've found crafting invisibility potions to be more useful than the spell, but ymmv, of course. The commonly available invisibility portions work well but I can get longer duration by crafting.

What I hate is that once I reach apprentice level in my magic skills I can never seem to find spell books for spells I haven't already bought.

Isn't that because you can already buy them with around 20 of an magic skill?

That, and the way that vendors tend to stock all spells you're eligible to find, at once (especially around the aforementioned College), so you can buy the entire lot in one transaction. In contrast, tombs show up as loot very rarely - the odds of finding one you haven't already learned are hence remote.
