Oddly, the game's rigged such that vendors will only sell you certain spells if you have a certain amount of skill in the relevant school (regardless as to whether you could actually cast them, as the only limiter on that is your mana pool). As an expert level spell, Drevis will not offer it to you until you have 65 points or more in Illusion.
