I am using the first interior section of Bleak Falls Barrow, Bleak Falls Temple. I go through without looting, but killing everything with a sword and board.

Drop all your weather mods and get climates of tamriel its the best one make sure all your moads are compatable make sure you have all the patches you need, deadly combat is known to cause bloat on your saves it may not be the issue but keep this in mind, wet and cold I believe causes allot of performance issues I would research the posts, whats the cloaks patch for?
The high res texture packs are crap and have been known to sometimes cause more issues then the modded texture packs looking into skyrim 2 k and 4 k, try 4 k first if its to much lower 2 k it may not have anything to do with your pc.
Enchanced light and fx may be causing your problem btw it may not be working with your weath mod right I would google whats recommended to use climates I forget as right now im playing enderal.
What have you actually changed in your ini settings?
If you want a lower kind of enb try I cannot believe its not enb and imaginator they are both great there are plenty of enbs that will run great on lower machines though.
Also are you using mod organizer and loot?
My apologies, I did not mean to mislead, I thought my setup was pretty decent high endish. I didn't know that the 750TI was so bad. I mean, for the most part my game looks beautiful and runs smooth, it is just those few occurences that I mentioned in my OP.
So your solution is to remove my texture packs even thought the game runs smoothly everywhere except for Shadowgreen Cave? (Resolved the weather issues when I turned off AA).

You may not have to get rid of the textures, but you're throwing way more graphics enhancers into the game than your card can really handle. You're going to need to turn something off at least.
Sorry I didn't state this in the OP. I am using SKSE. I guess I was just overestimating the 750TI. Its just weird though, everything has been smooth, its just that darn cave....
Afterburner? Sorry, I'm a noob with this stuff; more or less.
I'm guessing that it might have something to do with the lighting in there. Dumping the ENB might be worth a try. Or anything else that deals with lighting.
I'm not actually using an ENB, just ENBoost for the expanded memory hack thingy. I was just running around in there (very slowly) and I think it has something to do with the sheer amount of grass and trees, there is also a flowing river. I really like pure waters and I thought skyrim 2k wasn't going to hit so hard (like I've said, I'm fine virtually everywhere else I've been).
I'm thinking if I can some how figure out how to adjust the settings for tress and grass I'd be set.
It's in part hardware but I believe a lot of it is just an engine that isn't designed to handle all the extra visuals we're asking it to render and maintain. It's 32bit for pete's sake!
Throwing hardware and money at it will help but it only goes so far.
Only real advice I can probably even give is alter some settings in the main game launcher and change some settings in the enb menu you know shift+enter. I also recommend adaptive v-sync or just go with unlocked.
OR you can just lock it to 30 fps and not ever worry about fps drops.

So reduce some draw distance and turn off just about everything in ENB. Or run at a lower resolution and/or FOV.
As a comparison, I use a gtx970 now and with heavy graphics mods it only gets 40fps with an i7 cpu.
